Our expertise extends to providing Existing Conditions Technical Reports, foundational tools for evaluating potential impacts on cultural resources. These reports play an instrumental role in project development, enabling state and federal agencies to design and plan projects in compliance with Section 106 of the National Historic Preservation Act (NHPA) and Section 4(f) of the Department of Transportation Act of 1966.

SPARC conducts Cultural Resources Investigations, encompassing both archaeological and architectural surveys. These investigations, part of the Section 106 process, are crucial for identifying and evaluating historic resources within the Areas of Potential Effects (APE). We adhere to the Secretary of the Interior’s Standards and Guidelines for Archaeology and Historic Preservation as well as the Standards for the Treatment of Historic Properties.

Building on our Phase I investigations, SPARC extends its expertise to Phase II evaluations, conducting in-depth assessments of cultural resources affected by proposed developments. We determine the significance and integrity of archaeological and historical sites, employing methods like test excavations, specialized laboratory analyses, and historical documentation reviews to provide comprehensive evaluations.

In instances where adverse effects to significant resources cannot be avoided, SPARC is fully equipped to undertake Phase III mitigation and data recovery efforts. We tailor our approach to each unique situation, incorporating advanced field methods and cutting-edge technology to recover vital data before it is lost. We work closely with stakeholders, including SHPOs, tribal groups, and local communities, to develop and implement mitigation plans that minimize harm to cultural resources while allowing for progress.
